10 In view of the recommendations already made as

to increase for the General Post Office it seemed

desirable to get an independent opinion as to what was

necessary at Shanghai.

Referring to the recommendations to raise the maximum pay from 60 to $80 (report dated 10th November last) wages have materially advanced in Hong Kong and unless it is done the probability of obtaining reliable

postal clerks is remote.
